WARSAW--Poland won't adopt the euro before 2018, the earliest technically feasible date, but currently has no target date for membership and won't join until the euro stabilizes, Jacek Dominik, Poland's deputy finance minister, said.
Euro-zone candidates are required to keep their deficits below 3% of economic output and public debt below 60%. Poland's debt was at 56.3% of economic output at the end of 2011. The country's government wants to narrow fiscal deficit below 3% this year.
Prospective euro-zone members also have to observe limits on interest rates, consumer price inflation, and volatility of their national currencies prior to adopting the euro. Poland doesn't presently meet those conditions.
Before entering the euro area, Poland will need to spend two years in the ERM II currency grid, a system designed to stabilize national currencies within a narrow range to the euro. Poland's currency, the zloty, has seen wild swings in value during the global financial crisis that followed the collapse of U.S. investment bank Lehman Brothers in 2008.
"We need three years between entering the ERM II and introducing the common currency in Poland, at least in electronic transactions," Dominik, Poland's minister in charge of coordinating the country's euro adoption plans, told reporters on Tuesday. "By 2015, Poland plans to meet all criteria except the condition of having spent two years in the ERMII currency grid."
After the two-year period, Poland will need about six months for formal approvals of its membership application and another six months for technical preparations, Mr. Dominik said.
This leaves 2018 as the earliest euro adoption date possible, but Poland needs to be sure the euro zone has resolved its crisis before making a political decision to enter, he said.
"Poland won't rapidly accelerate its plan of introducing the euro," Mr. Dominik said. "To the contrary, the euro zone needs to stabilize institutionally for Poland to decide it can enter. There's also the question of the euro zone regaining its credibility."
Poland's finance ministry expects this year to finish work on a strategy document for euro adoption and in 2013 it will continue to analyze any legal changes occurring within the euro zone, Dominik added.
"We're convinced that euro-zone entry remains beneficial for Poland but some institutional changes may result in additional costs," he said, adding Poland won't introduce changes to its domestic legislation before it becomes necessary. The country already has a public debt ceiling at 60% of economic output that euro-zone members are only beginning to implement, the deputy finance minister said.
"But Poland's determination to join remains strong and we're obliged to introduce the currency eventually. There doesn't seem to be any subject currently under discussion in the euro zone that would prompt Poland to declare that it's no longer interested in membership," Mr. Dominik added.
